THE "NATIONAL COUNCIL" CONSULTATIVE MEETING BY SOME UPC MEMBERSWAS A HOAX

Dear   Congress members,

The National Council Consultative meeting convened by the MPS, their resolutions and motion passed to remove the Party President is a total hoax/hot air and of no consequence at all. This is based on the following grounds:-

1.     There are only two types of meeting of the National Council i.e An ordinary National Council meeting and an extra-Ordinary National Council meeting .The first one can only be convened by the National Chairman on the advise of the PP and the second one can only be convened by the PP in consultation with the National Chairman as per articles 12.3(2 &3) of the 2008 Constitution. Therefore the Consultative meeting that took place today at Oasis Restaurant Lugoogo does not exist in the Constitution of the Party and can only amount to aprivate meeting of Party members/leaders freely associating and discussing Party matters.Its outcome is not legally binding on the Party in anyway whatsoever.

2.     The genuine National Council meeting is normally by the incumbent National Chairperson which was not the case at Lugoogo today.

3.     The composition of members who attended clearly showed the majority were not members of the National Council. As someone who gate crashed the meeting, I saw a number of UPC District Chairpersons, District Councillors, LC3 Chairpersons, ordinary Party members and Youth who are not necessarily members of the National Council.

4.     The UPC Parliamentary Committee has got its leader Hon:Fr Jacinto Ogwal  who was absent yet everything done was done in the name of UPC Parliamentary Committee.

5.     I was seriously assaulted upon arrival at the entrance by Oluka Jimmy, Asimwee Abel, Agoro Lazarus and two other Youth whose names I never got but can identify them physically. As an elected member of the Central Executive Committee, am entitled to attend such a consultative meeting convened by Party members but in the Spirit of Reconciliation, Dialogue and Forgiveness, I made it clear to the meeting that I had forgiven those five members who fought me aggressively in spite of the Police insistence that I go and record a criminal assault case against the five.

6.     The motion passed is the same one used at the illegal youth Conference, therefore was more for collection of signatures which they could have even achieved without this meeting.

7.     When it came to transport reimbursement, on: Obua Ogwal Benson told the members that they a big financial crisis since MOF did not give the money as they had agreed.He went on to say on seeing the  Court Interim Order stopping the meeting,MOF changed its mind and refused to give the money.Consequently they reimbursed the members one way transport fair meals inclusive in the same amount.The actual given to Buganda members  5000/= ,this caused abig fight forcing the convener to increase the fair to 10,000/= (Ten Thousand)per person,Lango,Karamoja,Teso 30,000/=(Thirty thousand shillings)The majority of the party members who travelled from upcountry and attended the meeting are still stranded in Kampala. This is a repeat of what happened at the illegal and unconstitutional Youth Convention only 30th /Dec/2011.

8.     We appeal to our Party members not to allow themselves to be deceived repeatedly to travel from upcountry to come for such unsanctioned meetings only to end up suffering from hunger, lack of accommodation and transport money back home.

I would like to assure our Party members that our Party President is in full control and no amount of propaganda, manipulations and deceit  will derail him from leading the Party.

HON JIMMY AKENA WAS NEVER INVOLVED IN THE JUST ENDED CRISIS OF "YOUTH TAKE OVER" ACTION AT UPC HEAD QUARTERS AT ALL.

 Dear UPC Netters and Ugandans at Hearts,

I write to correct the misinformation and  disinformation on the recent "youth take over" action that paralyzed activity at the UPC head quarters between Tuesday 6th December 2011 to Friday 9th November 2011.   HON JIMMY AKENA WAS NEVER INVOLVED AT ALL IN THE RECENT YOUTH TAKE OVER CRISIS IN UGANDA HOUSE...!  I have crossed checked the facts in the last 24 hours and I have no doubt in my mind that Hon Jimmy Akena Obote was NEVER involved.

I  Leonard Okello is the one who walked Dr. Olara Otunnu out of Kenya Airways on August 21st 2009 after 30 years in exile. I am also the one who coordinated his campaign strategy  that took him to the UPC Presidency.  I am the one who also refused to actively participate in Dr. Otunnu's campaign bid for the Uganda Presidency  because by September 2010 it became clear to me that this was a waste of time because Dr. Otunnu himself had personally  taken certain decisions on how to organize his campaign that had simply set himself for a miserable failure at the Feb 2011 polls.

I can say with authority that the recent troubles are right at his foot steps and that he, Dr. Otunnu, knows that truth very well. The youth have also clearly stated their concerns  and have agreed to put it in writing to UPC leadership for the next weeks cabinet meeting consideration.  The  latest problems with the UPC youth started at the UPC National Council meeting in May 2011 held at the Ankra Foundation in Mukono. In this meeting the idea  of   re-establish a UPC Youth League and a UPC Women's League was discussed at length. Dr. Otunnu was not willing to take any of these proposals, and at the end of a long heated debate it was agreed that the Party President  leads a review of youth leagues across the region to make recommendation for presentation to the next national council meeting to take a final decision and this is still to happen. The youth are losing patience with the party leadership on the question of the UPC youth programme.  There is no way that this concerns can be blamed on Hon, Jimmy Akena when leaders of the party have not given a clear answer to the youth. Most of the people now leading this country in NRM and other parties started their long journey in UPC youth wing (Hon Jaberi Bidandi Ssali) , in the National Union of Students of Uganda (NUSU- e.g. Hon. Ruhakana Rugunda and myself Leonard Okello) and in the national Union of Youth Organisations (NUYO). If the leaders of UPC at that time adopted  mean attitude towards youth leadership development and only saw youth activism as a risky venture that they could not dare leave with the way I see today in UPC, these leaders would probably not be around serving this country. There is no political organization that can have a future without a clear youth mobilisation, recruitment and development programme. Dr Otunnu has to show leadership from this youth crisis at the party head quarters and come out clear with what exactly he wants of a youth programme.  Let those who are concerned not use the  Akena Jimmy and Museveni scape goat to hide their lack delivery of a youth programme.

THE UPC YOUTH HAVE SPOKEN AND  THE UPC LEADERSHIP MUST RESPOND EFFECTIVELY...!
