World Bank Country-Level Engagement on Governance and Anticorruption
For nearly two decades, the World Bank has sought to support country efforts to develop accountable and effective states. In 2007, the Bank’s governance and anticorruption (GAC) strategy reaffirmed its commitment to this agenda. Entering its 4th year of implementation, the strategy seeks to increase the number of programs and projects addressing GAC issues. IEG assessed the relevance and effectiveness of the strategy and its first phase of implementation efforts over fiscal years 2008-10 by focusing on the country operational aspects of the GAC agenda. A key feature is its benchmarking of the Bank’s country-level engagement on GAC issues, before and after the 2007 strategy. The evaluation did not review the organizational restructuring of INT and related reforms to strengthen the Bank’s corporate investigations and sanctions regimes, following the Volcker Panel report. It also did not cover the organizational renewal of the World Bank Institute or individual global partnership programs with GAC themes (such as the Stolen Assets Recovery Program).
