The Honourable Muammar Gaddafi
Leader of the Libyan Jamahiriya
c/o Mission of Libya to the United Nations
New York

Dear Mr. Gaddafi:

As Allah (SWT) reveals in the Holy Qur'an, "So do not falter, and invite for peace when you are the uppermost" (Q47: 35). Prophet Muhammad (PBUH) also teaches that Allah (SWT) "would prefer peace over war and negotiation over confrontation and limited action over an outright plunder."

Ali ibn Abi Taleb, the magnanimous cousin and son-in-law of the Prophet, recognizes that "if you overpower your enemy, treat your forgiveness of him as an expression of gratitude for defeating him" and that "the most worthy of granting forgiveness are those most capable of punishing." So we call upon you to do the following without delay:

Reach out to the rebels and seek a peaceful resolution of the conflict. This is because, as it is well known in Arab culture, "War is charging and retreating." By pursuing peace, you will disarm opponents the excuse to "live to fight another day." Besides, as Prophet Muhammad (PBUH) teaches so well, there comes a time when making peace is more daring than waging war.

Wherefore, upon consulting widely among the African diaspora, the United States of Africa 2017 Project Taskforce has recommended the reform roadmap hereafter for your consideration.
  • That you set up an independent transitional body to amend the Libyan constitution to allow multiparty democracy,
  • That the transitional authority conduct a free, fair and credible national election within 12 months,
  • That you order the release of all political prisoners,
  • That there be no retaliation against any person who has participated in the protest, and
  • That you retire from Libyan politics and devote your time and resources to the creation of the United States of Africa.
Our roadmap, as listed above, will enable you to position yourself as a reformer and, hence, win the admiration of the African people as a democratic champion of a unified Africa.

Hoping you will now commit yourself full time to African unification, the United States of Africa 2017 Project Taskforce looks forward to working with you in the cause for the geo-political unity of Africa.

Sincerely,

Bosire Mosi
